Total User Charge Revenue aggregates all retribution categories collected by regional governments, and unlike Waste Service it shows a largely flat trajectory overall, masking a pronounced pandemic-era dip. Average revenue opened at Rp15,908 million in 2017, fell to a period low of Rp13,967 million in 2020, and only fully recovered by 2023, closing at Rp16,055 million, a modest net increase of under 1% across seven years. The dip and recovery are clearly staged: revenue held near Rp15,900–15,930 million through 2017–2019, dropped through 2020–2022 (Rp13,967 million, Rp14,149 million, Rp14,195 million), then rebounded to its highest level of the series in 2023. The median followed a similar U-shape, easing from Rp7,484 million (2017) to a low of Rp7,166 million (2021) before climbing back to Rp7,951 million (2023). Dispersion actually narrowed through the middle of the period, with the standard deviation falling from Rp34.1 billion in 2017 to roughly Rp21–22 billion in 2020–2021, before widening again to Rp26.1 billion by 2023, suggesting the pandemic temporarily compressed the gap between high- and low-revenue regions before it began reopening.
