User Charge Per Capita measures total retribution revenue relative to population, and it shows the widest and most rapidly widening gap between the average region and the typical one. National average per-capita charges rose fairly steadily from Rp39,739 in 2017 to Rp46,666 in 2023, an increase of about 17%, dipping only briefly to Rp38,657 in 2018 before climbing in every subsequent year. The median, however, moved in the opposite direction: typical per-capita revenue fell from Rp24,358 in 2017 to a low of Rp20,604 in 2021, recovering only partially to Rp22,886 by 2023, a net decline of roughly 6% even as the average rose. This divergence reflects a small number of low-population, resource-adjacent districts posting extreme per-capita values that pull the average well above what most regions actually experience. Consistent with this, dispersion more than doubled over the period, with the standard deviation climbing from Rp59,225 in 2017 to Rp129,104 in 2023, underscoring a small but growing group of regions with disproportionately high retribution revenue relative to their population.
