NAHealth Service captures revenue collected by regional governments from health-facility user charges, and among the four indicators it shows the most muted, and on the median mildly regressive, trajectory. National average revenue moved narrowly between Rp3.5 billion and Rp4.3 billion across 2017–2023, closing at Rp3,536 million in 2023, roughly 17% below its 2017 starting point of Rp4,261 million. The path was not linear: after easing to Rp3,889 million in 2018, revenue recovered to a period high of Rp4,281 million in 2019, then drifted down through Rp4,013 million (2020) and briefly rebounded to Rp4,201 million (2021) before falling to Rp3,732 million (2022) and settling near Rp3,536 million in 2023. The median tells a starker story than the average: typical district-level health-charge revenue fell by nearly half, from Rp1,353 million in 2017 to just Rp725 million in 2023, even as dispersion held roughly steady (standard deviation of Rp7.2 billion in 2017 versus Rp7.6 billion in 2023).
