Regional capital spending realization in Indonesia remained relatively stable before the COVID-19 pandemic, with average realization rates consistently around 96%–103% during 2017–2019, before declining sharply to around 76.9% in 2020 due to budget refocusing from infrastructure projects toward health and social protection spending. Following the pandemic period, capital spending gradually recovered from 2021 onward and eventually exceeded pre-pandemic levels, with average realization reaching around 148.7% in 2024, indicating accelerated infrastructure spending and the increasing use of revised regional budgets. The distribution of capital spending realization also became more dispersed in recent years, as most regions still recorded realization rates within the normal range of 80%–110%, while several regions exhibited extremely high realization levels far above 200%. These extreme outliers suggest possible reporting inconsistencies, extraordinary budget adjustments, or the inclusion of unexpected fiscal transfers, implying that although regional capital spending recovered strongly after the pandemic, the variability of fiscal execution across regions increased substantially in the final years of observation.
