The pattern of public facility spending in Indonesian regions during 2017–2024 reflects major shifts in regional infrastructure priorities before and after the COVID-19 pandemic. Average spending on public facilities rose sharply from 2.97% in 2017 to 14.37% in 2018 and remained above 12% through 2020, indicating a period of intensive infrastructure and public facility development across regions. However, the allocation declined significantly to 8.08% in 2021 and stabilized at around 3% during 2022–2024, suggesting a post-pandemic budget reallocation toward other sectors such as health and administration. Despite the relatively low national average in recent years, substantial regional disparities remained evident in 2024, with Kota Blitar allocating an exceptionally high 46.00% of its budget to public facilities, followed by West Kutai (17.62%) and Depok (12.23%). The dominance of urban municipalities among the highest-spending regions also indicates that densely populated areas tend to place greater fiscal emphasis on the development and maintenance of public facilities and urban infrastructure.
